Young People First

Our code of practice (also known as the Yellow card) sets out guidance for all adults in Scouts. All Scout members will be expected to follow the updated version of the Yellow Card from 1 January 2024.

The updated Yellow Card makes it a requirement to report any safeguarding concern directly to the UK HQ Safeguarding Team. This makes sure that we’re aware of concerns as soon as possible and can put measures in place to minimise risks to children, young people and adults at risk.

As adults in Scouts, the safety of young people is our priority. We're committed to:

  • Taking the interests and well-being of young people into account, in all our considerations and activities.
  • Respecting the rights, wishes and feelings of the young people with whom we work.
  • Taking all reasonable practicable steps to protect them from neglect, physical, sexual and emotional abuse.
  • Promoting the welfare of young people and their protection within a position of trust.
    • Remember, as part of our commitment to sustainability, we would strongly recommend recycling old versions of the Yellow Card. Please note, that if you are recycling a large quantity of Yellow Cards please make sure they’re not stuck together.
